摘　　要：教育数字化是开辟教育高质量发展新赛道的重要突破口,厘清数字化转型如何赋能教育高质量发展至关重要。以教育高质量发展的内涵、特征为切入点,系统梳理数字化转型对教育高质量发展的赋能机理,即以“新”驱动,引入以人为本的新理念;以“数”贯通,聚焦数字技术、数据资源等数字化要素推动教育变革;以“用”促变,落实教育数字化应用;以“融”创新,推动人机融合创新教育模式;以“智”领跑,实现智慧教学、学习与管理;以“势”创变,顺应数字化转型多元赋能之势,培育教育领域新动能。为实现数字化转型赋能教育高质量发展,应以战略规划出发构建教育系统发展框架,为教育高质量发展“立标”;聚焦新基建打造数字化教育环境,为教育高质量发展“强基”;坚持应用为王理念培育师生数字化素养,为教育高质量发展“健体”;以数据为核心创新教育数字化治理体系,为教育高质量发展“固本”。Educational digitization is an important breakthrough for opening up a new track for the high-quality development of education.It is crucial to clarify how digital transformation can empower the high-quality development of education.Starting from the connotation and characteristics of high-quality development of education,this paper systematically combs the empowering mechanism of digital transformation to high-quality development of education.That is,to introduce the new concept of putting people first driven by“newness”,to interlink digital elements such as digital technologies and data resources to promote educational reform,to promote change through“application”and implement the application of educational digitization,to innovate through“integration”and promote the innovative educational model of human-machine integration,to lead the way with“intelligence”and achieve intelligent teaching,learning and management,to create change with the“trend”and conform to the trend of multiple empowerment of digital transformation to cultivate new momentum in the field of education.In order to achieve the goal of digital transformation empowering the high-quality development of education,it is necessary to construct the development framework of the education system starting from strategic planning,and“set the standards”for the high-quality development of education.It is significant to focus on new infrastructure construction to create a digital education environment,and“strengthen the foundation”for the high-quality development of education.It is crucial to implement digital applications to cultivate the digital concepts and literacy of teachers and students,and“strengthen the body”for the high-quality development of education.And it is important to take data as the core to innovate the digital governance system of education,and“consolidate the foundation”for the high-quality development of education.
