摘 要:我国社会教育服务供给与需求之间的矛盾较突出,无法完全满足社区居民在供给结构、供给质量等方面的学习需要,需通过供给侧改革,优化服务结构,扩大服务供给。社会教育服务供给存在地区差异大、资源配置不均衡、服务质量不高、准入标准不明确等困境。社会教育作为全民兜底的教育类别,在服务供给上应坚持公平普惠、全民参与的保障原则,坚持政府主导、市场多维融入的保障机制,坚持区域特色发展,坚持多元参与、开放办学等准则。社会教育服务供给制度建设是保障各地服务供给质量的关键,应落实制度规范、统一标准,稳步提升社会教育服务供给效能。The contradiction between the supply and demand of social education services in our country is quite prominent,which cannot fully meet the learning needs of community residents in terms of supply structure,supply quality,etc.It is necessary to carry out supply side reform,optimize service structure,and expand service supply.There are difficulties in service supply,such as large regional differences,uneven resource allocation,lack of service quality,and vague admission standards.As a category of universal education,social education should adhere to the principles of fairness,inclusiveness,and universal participation in service supply;Adhere to the guarantee mechanism of government led and multi-dimensional integration of the market;Adhere to characteristic development;Adhere to the principles of diverse participation and open education.The construction of the social education service supply system is the key to ensuring the quality of service supply in various regions.Therefore,it is necessary to implement institutional norms and unified standards as soon as possible in order to steadily improve the efficiency of social education service supply.
