摘 要:在新时代教育评价改革的背景下,职业教育第三方评价已然成为监测职业教育办学质量、提升人才培养能力以及推进教育治理现代化的重要途径与关键抓手。基于新时代教育评价改革的内在逻辑,可从评价目标的导向性、制度建设的支撑性和政策设计的引领性三个维度剖析职业教育第三方评价体系构建的时代功用,并进一步明确其现实价值。通过文献梳理与现状调研发现,当前第三方评价体系仍存在评价主体界定模糊、评价指标缺乏统一性等制约因素。为此,亟须从行业企业、职业教育专家与第三方评价机构等多元主体入手,构建科学、规范的职业教育第三方评价体系,以期增强第三方评价主体的综合能力与公信力,推动现代职业教育的高质量和可持续发展。In the context of contemporary education evaluation reform,third-party evaluation of vocational education has emerged as a pivotal mechanism for quality assurance,talent cultivation and the modernization of education governance.A three-dimensional framework,encompassing the orientation of evaluation goals,the support of system construction,and the leadership of policy design,has been developed to analyze the function of the vocational education third-party evaluation system in the current era.This analysis will further clarify the practical value of constructing a vocational education third-party evaluation system.Through a comprehensive review of the extant literature and an analysis of the status quo,it has been determined that the current third-party evaluation system is subject to certain constraints,including an ambiguity in the definition of the evaluation subject and a lack of uniformity in the evaluation indexes.Consequently,there is an urgent need to establish a scientific and standardized third-party evaluation system for vocational education,drawing on contributions from multiple sources,including industrial enterprises,vocational education experts and third-party evaluation organizations.This approach aims to enhance the comprehensive capability and credibility of the third-party evaluation subject,thereby promoting the high quality and sustainable development of modern vocational education.
