延迟退休政策背景下老年教育的转型发展之路——以教育公平为视角的考察

摘　　要：本文聚焦延迟退休政策背景下老年教育的转型发展,以教育公平为视角展开研究。随着人口老龄化加剧及延迟退休政策出台,老年教育面临新契机与新挑战。在政策影响和作用层面,延迟退休政策通过四重机制重构教育体系:平等公平理念驱动老年人力资本再开发、补偿公平机制优先弱势群体教育资源供给、差异公平原则延伸“老龄-老化”教育对象、综合公平导向创新多维教育评价系统。然而,其转型发展面临诸多问题,一是教育体系滞后削弱平等性公平,二是资源分配失衡弱化补偿性公平,三是赋权增能不足制约差异性公平,四是评价体系不健全阻碍综合性公平。针对这些问题,提出了构建包容生态推进机会均等、联动资源缩小补偿差距、精准赋能实现差异发展、完善评价促进综合提升等相应路径。This paper focuses on the transformation and development of geriatric education in the context of delayed retirement policy,and conducts research from the perspective of educational equity.With the aggravation of population aging and the introduction of the delayed retirement policy,geriatric education faces new opportunities and challenges.At the level of policy impact and effect,delayed retirement reconfigures the education system through a fourfold mechanism:the concept of equality and equity promotes the redevelopment of the human capital of the elderly,the mechanism of compensatory equity prioritizes the supply of resources to the vulnerable groups,the principle of differentiated equity expands the“aging”education object,and the comprehensive equity-oriented innovation of the multidimensional evaluation system.However,its transformative development faces many problems:first,the backward education system weakens equality equity;second,the imbalance of resource allocation weakens compensatory equity;third,the lack of empowerment restricts difference equity;and fourth,the lack of sound evaluation hinders comprehensive equity.To solve these problems,we have proposed corresponding ways,including building an inclusive ecology to promote equal opportunity,linking resources to narrow the compensation gap,accurately empowering differentiated development,and improving evaluation to promote comprehensive improvement.
