摘  要:建设学习型城市是促进城市经济发展和满足城市居民终身学习需求的战略选择和有效途径,是建设学习型社会的重要基础。学习型城市建设是一个复杂的系统性工程,涉及政府、学校、企业、行业组织、社会团队、媒体和公民等多个利益主体。利益相关者参与学习型城市建设的理念始终一脉相承,得到世界范围的广泛认同。学习型城市的利益相关者主要包括核心相关层、关键调控层和密切服务层,各自利益诉求不同,需要创造性地开展利益相关者协同整合。实践表明,只有切实发挥好政府的政策扶持作用、学校的教育培养作用、企业的资源供给作用、文化服务组织的基层服务作用、社会团体的协作参与作用和媒体的传播导向作用,编织动态的学习型城市协作网络,方能推动学习型城市未来建设,促进城市文化的包容、繁荣与可持续发展。Building a learning city is a strategic choice and an effective way to promote urban economic development and meet the lifelong learning needs of urban residents.This is an important foundation for the building of a learning society.The construction of a learning city is a complex systematic project that involves multiple stakeholders,such as the government,schools,enterprises,industry organizations,social teams,media,and citizens.The concept of stakeholder participation in the construction of learning cities has always been passed down and widely recognized worldwide.The stakeholders of a learning city mainly include the core stakeholder layer,key regulatory layer,and close service layer,each with different interests and demands,and need to creatively carry out stakeholder collaboration and integration.Practice shows that several parties must play their respective roles effectively.These include the government's policy support,the school's education and cultivation,the enterprise's resource supply,the grassroots service of cultural service organizations,the collaborative participation of social groups,and the communication and guiding role of the media.By weaving a dynamic collaborative network for a learning city,we can promote its future construction and facilitate the inclusive,prosperous,and sustainable development of urban culture.
