摘 要:“县管校聘”政策是促进教育公平,推进义务教育优质均衡发展的重要改革措施。以政策网络理论视角分析县管校聘政策执行的偏差发现,这种偏差主要体现在政策社群政策模糊、府际网络联而不和、生产者网络执行损耗、专业网络支持缺位以及议题网络的需求被忽视等方面。为确保县管校聘政策能够更有效地在实践层面落地实施,政策社群要“政策落地”:填充政策缺漏,增强落地依靠;府际网络要“管理落地”:纵向高位管理,横向加强竞争;生产者网络要“执行落地”:优化轮岗机制,保障教师权益;专业网络要“指导落地”:完善理论架构,增强实践指导;议题网络的“需求落地”:培育核心素养,坚持全面发展。The policy of“county-managed school recruitment”is an important reform measure to promote educational equity and to advance the quality and balanced development of compulsory education.The policy network theory has high relevance in analyzing the implementation process of the policy,therefore,this paper analyzes the deviation of the policy implementation from the perspective of the policy network theory,which is mainly reflected in the following aspects:policy ambiguity in the policy community,disconnections in the inter-governmental network,implementation losses in producer networks,lack of support from the professional network,and neglect of the needs of the issue network,etc.Based on this,a solution strategy of“five positions on the ground”is proposed.The policy community should“policy on the ground”:fill in policy gaps and enhance the reliance for lower-level units;the inter-governmental network should“management on the ground”:manage vertically from a high position and enhance competition horizontally;and the producer network should“implementation on the ground”:optimize the rotation mechanism and protect the rights and interests of teachers.The“guidance”of the professional network is to improve the theoretical framework and enhance the practical guidance;and the“demand”of the issue network is to cultivate the core qualities and insist on the comprehensive development.
