摘　　要：随着我国现代远程开放教育的结构性调整和制度性创新,人才培养的市场取向成为必然。在培养高级应用型人才的过程中,基层电大的实践教学发挥了极其重要的作用。确立基层电大实践教学的重要地位,提供基层电大实践教学的基本条件,优化基层电大实践教学的基本管理,这些都是构建和提升基层电大实践教学的有效措施与途径。With the structure adjustment and the system innovation about modem open distance education in our country, the direction of the market in cultivating talents becomes inevitable. During cultivating advanced applicative talents, practical teaching and learning in the regional TVUs plays a very important role. It includes establishing its important status; providing elementary conditions and optimizing fundamental management and so on. And these are all effective measures and ways of constructing and promoting the practical teaching and learning in the regional TVUs.
