摘  要:远程高等教育是新中国高等教育体系的重要组成部分,是非传统、非常规高等教育的主力和骨干。面向21世纪知识经济和信息社会发展需要,应当充分开发中国远程高等教育在实现高教大众化、推进素质教育、发展特殊教育、满足基本学习需要等方面的功能潜力,使之成为我国教育现代化、信息化的先导力量以及终身教育体系、终身学习社会的重要支柱。同时,要正确认识并妥善处理远程高等教育改革发展进程中主体的竞争与合作、媒体的继承与革新、教育的开放与质量、观念的冲突与融合等四对基本矛盾。China' s higher distance education has become an important part of higher education and main force of unconventional higher education. Facing the challenges of Information Society and Knowledge Economy in the 21st century, some potential fields of higher distance education in China, such as the popularization of higher education, advancing the quality education, developing the higher education for the special and disadvantaged crowds, satisfying the basic learning needs, should be fully developed. And then make the higher distance education become the guiding force of educational mordemization and information and the main pillar of the life - long education system and life - long learning society. At the same time, we must acquaint objectively with the development of higher distance education in China and deal discreetly with these four critical contradictions : cooperation and competition between the main bodies of nmning school; inheritance and innovation of instructional mediums openness of regulations and assurance of instructional quality; clash and introjection of cultrual notions.
