摘  要:“传统”的公共教育体制的组织原则是官僚科层制,它的典型特征是政府对公共教育的集权和垄断。在当今巨大的社会变迁过程中,官僚科层制已暴露出诸多的弊端。教育分权是各国对公共教育体制的官僚科层组织进行重构和再造所“不约而同”达成的共识,已成为改革公立学校,提高公共教育的质量、效益和效能的核心理念。教育分权使“传统”的公共教育体制的范式发生了转变,带来了现代学校制度的创新。The organizational principle of the 'traditional' public education system was the bureaucratic hierarchy featured by the government's central control and monopoly over public education. Nowadays, the bureaucratic hierarchy in the rapid change of the society has revealed many malpractices and has become the 'object' of different social groups' criticism of the public education system. It is the common practice of many countries to restructure and reconstruct the public education system featured by bureaucratic hierarchy and the core idea for dominating the reform of state-run schools and improving the quality, efficiency and benefit of the public education. Facts show that the decentralization of educational power has transferred the 'traditional' mode of the public education system and brought about innovations of modern school system.
