摘　　要：当前我国高等教育正处于超常规、跨越式、内涵与外延交互发挥作用 ,谋求规模、结构、质量与效益协调发展的历史时期 ,公安高等教育既有发展中难得的历史性机遇 ,又面临着严峻的挑战 ,正确处理好高等教育发展中共性与个性的辩证关系的问题 ,是既具有高等教育普遍性又具有公安高等教育特殊性的云南警官学院 ,在新的历史时期可持续发展的最佳选择。Higher education in China is seeking a harmony which integrates scale and structure to produce quality and efficiency. This goal,as applied to higher education for public security,creates significant challenges as well as opportunities. The combination of generality with individuality in public security education will be the best choice for the sustained development of Yunnan Police Officers Academy in its new role.
