摘　　要：从"发展是硬道理"到"发展是第一要务",再到"全面、协调和可持续的科学发展观",标志着中国共产党对发展的内涵有了更加深刻、更加全面的认识,其核心是"五个统筹".这种新的改革观、发展观,将是今后很长一段时期内全局工作的指导思想.因此,研究职业教育、构建学习型社会,都要服务、服从于发展的大局、改革的大局.Communist Party has made a far-reaching and overall knowledge on the intension of development. Its core is 5 kinds of overall planning. The new view of reform and development will be our guiding thought in the long term. So if we want to study vocational education and construct learning society we should serve and submit to the whole situation of development and reform.
