摘  要:义务教育阶段教师交流轮岗一直是我国教育部关注的重点,义务阶段教师交流轮岗对教师自身以及社会都有重要意义。然而,在我国义务教育阶段,教师交流轮岗政策在实施过程中存在诸多障碍,如各行政部门权责不清、选拔程序缺失科学公正、教师交流意愿不高、轮岗老师激励保障制度不充分等。对此,这就要求明确各部门的权责范围,建立部门联动机制,建立健全科学公正的选拔程序和监督机制,激发教师交流轮岗主观意愿和共识、在交流轮岗政策中加大教师轮岗政策的保障和补偿制度,切实增强教师的归属感,实现义务教育均衡发展。Teacher exchange rotation in the compulsory education stage has always been the focus of China’s Ministry of Education, and the exchange and rotation of teachers in the compulsory education stage is of great significance to teachers themselves and society. However, in the stage of compulsory education in China, there are many obstacles in the implementation of the teacher exchange and rotation policy, such as unclear powers and responsibilities of various administrative departments, lack of scientific and fair selection procedures, low willingness of teachers to communicate, and insufficient incentive and guarantee system for rotating teachers. In this regard, this requires clarifying the scope of authority and responsibility of each department, es-tablishing a departmental linkage mechanism, establishing and improving scientific and fair selection procedures and supervision mechanisms, stimulating teachers’ subjective willingness and consensus on job rotation, increasing the guarantee and compensation system of teacher rotation policy in the exchange rotation policy, effectively enhancing teachers’ sense of belong-ing, and achieving balanced development of compulsory education.
