摘　　要：提高和保证教育质量是国际高等教育大众化、普及化潮流中的重要方面。以往控制和保证高等教育质量依靠一系列理论模式及监控评价手段 ,2 1世纪的高校教育 ,提高人才培养的质量 ,必须全面体现在提高人才的素质方面。只有全面提高了人才的素质 ,才能有人才培养质量的保证和提高。教育应走出传统的理念 ,树立以学生为本、以学为主体的理念 ,注重学习方法的传授。To improve and guarantee the education quality is the key aspect for the popularization of international higher education. In the past, the control and guarantee of the education quality depended on a series of theoretical patterns and monitoring evaluation, but in the 21st century, the education quality is fully embodied on improving the talents' quality. Only by doing so can we have the guarantee. Education should not keep the traditional sense and should have a new sense of “taking the students as the basis and study as the main part” and pay attention to teaching the study methods.
