摘　　要：基础教育改革是关系到国家人才培养的一项重大国策。作为培养中小学音乐教师的高师音乐教育专业的改革应与基础音乐教育改革相衔接,以如何培养和造就高素质音乐教育人才,并对高师音乐教育改革提出一些实施建议。The reform of elementary education plays a key role in the national policy of personnel training. The reform of higher musical education should be consistent with the reform of elementary education of music. The following article, focusing on how to train qualified primary and middle school music teachers, gives some practical recommendations on the reform of higher musical education.
