摘　　要：本文认为全面优化教学手段是实施素质教育的必要条件,也是基础课程改革的重要组成部分。要充分发挥教学手段在教学中的功能和作用,就要构建政策支持的领导管理机制,建立传统教学手段与现代化教学手段的协调和共享机制,建立全面覆盖的教师培训交流机制,构建多元化的绩效评价机制等。This paper considers the overall optimization of teaching methods is a necessary condition for the implementation of quality education, it is also an important part of the basic education curriculum reform. To full play the role of teaching means in teaching, we should construct the policy support of the leadership and management mechanism, the establishment of the coordination and sharing mechanism traditional teaching and modern teaching means, set up the mechanism of teacher training exchanges full coverage, constructing the performance evaluation mechanism.
