摘　　要：社区教育具有全天候、全方位、全人生的基本特征,是对国民普遍实施现代化素质教育的最佳选择。教育与社会协同发展,早已成为共识,而社区教育的提出与实施,则是建立学习型社会,满足人们终身学习需求的必然结果。The 21st century will be a society of community.The development of 21st century will be concretized into the development of community. Due to the basic characteristics of community education, namely, round-the-clock,all-around,and life-long education, it is the optimum choice of carrying out widespread modern quality-oriented education for citizens.It is already the common understanding that education should develop in coordination with the socity. Meanwhile,the announcement and implement of community education is the definite outcome of establishing study-oriented socity and meeting the needs of life-long study.
