摘　　要：分析了我国高校现行科技体制形成的历史原因、存在问题和改革的必要性;提出从转变观念、更新办学理念入手,研究、理顺学科建设与科学研究的关系,推进自然科学与人文社会科学交叉渗透,改革内部组织架构,摈弃早已过时的教研室模式及其理念,重新定位院系功能,探索建立院系负责组织教学,科技创新平台组织科技攻关的网状的矩阵式的组织管理模式,建设科技创新平台和创新团队,推行全员聘用合同制,采取“大师+团队”的队伍组织模式。The paper firstly analyzed the historical development, present situation and problems existed in the management systems of science and technology in domestic universities, and indicated the necessity to reform. Several proposals to the reform were developed, including changing mind-set, harmonizing relationship between teaching and research, promoting interdispline studies, improving internal organization structures, building innovative teams, and facilitating favorite policy and institutional environment.
