摘　　要：当前社会上存在的诸多教育不公平的现象,从根本上讲,是长期以来教育制度政策的缺失和不合理造成的。通过解剖当今社会教育制度的种种不公平、不合理的现象,为人们进一步领会教育公平的本质提供了思路。并从实践的角度,对教育公平在教育政策和制度安排中应如何体现提出了自己的看法,强调教育公平理念、教育类法律与法规的制定、教育制度改革和创新、教育收费制度和重点校制度的改革、职业技术教育与民办教育等的政策制定和完善等方面对实现教育公平的促进作用。There are education unfairness in China today, which are fundamentally caused by the gaps and lack in traditional educational policies. By analyzing some typical examples, this paper aims to help people know clearly what the essence of education fairness is, how to embody it in the making of education policy and institutional arrangement. The paper also emphasizes the positive influence of different factors to education fairness, such as the concept, the making of the law in this field, and the initiative reform of education systems.
