摘　　要：地方新建本科院校要把科学发展观贯穿学校教育改革和发展的始终,切实提高教学质量,提高学术科研水平。还要紧密结合地方经济社会文化发展的需要,抓住发展机遇,主动迎接挑战,在高等教育多元化发展的环境中,办出特色,开创学校工作新局面,真正实现内涵升本。The thesis discusses that newly - built local colleges should carry out concept of scientific development through the whole process of innovation and development in college education, improve teaching quality and heighten the level of academic research. The colleges should connect closely with the needs of the local social economy and cultural development, seize development opportunities and meet challenges. In the multi - development environment of higher education, the newly - built colleges should initiate a new prospect and have their own characteristics in order that they are worthy of the promotion.
