摘　　要：全面提高农村教育质量是社会快速发展和社会大众给农村基础教育提出的新要求。全面提高农村基础教育质量是一项复杂的工程,实现的办法和路径也是众多的。其中,布局调整可能是一项提高农村基础教育质量、推进教育均衡发展、促进教育公平的重要举措。在布局调整中,辽宁省桓仁县"九年一贯制(寄宿制)"学校建设的成功实践,为我们探索全面提高农村教育质量提供了一个成功的范例。With the progressive universe of nine- year compulsory education, the development of China＇s basic education has made tremendous achievements. The rapid development of society and the rural basic education has also put up new demands, namely improving the overall quality of basic education in rural areas. Adjusting the layout is an important measure for improving the quality of basic education in rural areas, promoting the balanced development of education and realizing the educational equity. In the process of adjusting the layout, the construction of the ＂boarding school of 1--9 grade system＂ in Huan Ren county is the successful practice, as an excellent model of improving the quality of rural education comprehensively.
