摘　　要：普通高中教育是现代学校教育体系中承上启下的一个特殊学段。政府作为推动教育发展的主导力量,应基于普通高中教育的普通教育性质、基础教育性质以及连接义务教育和高等教育的特殊阶段性质而采取相应的行为策略。具体说来,我国政府在普通高中教育的发展中扮演着制定公平的教育政策、提供完备的制度环境、承担基本的教育投入和维护正常的教育秩序等角色。General senior high school education is a special period serving as a link in the contemporary school education system. The government, as a leading force of promoting education, should adopt strategies in accordance with the characteristics of general senior high school education like general education, basic education and the special period linking the compulsory education and higher education. Specifically speaking, our government plays the roles of formulating fair educational policies, providing perfect institutional environment, bearing the basic educational investment and maintaining the normal educational order.
