摘　　要：在城乡教师流动制度的创建过程中,存在着新旧制度之间的冲突,从而形成了制度创建的阻力。为此,有关部门应该采取有针对性的措施对相关制度进行改革与创新,化解教师流动制度建设中的各种制度冲突与阻力。There are institution conflicts in the course of construction of teacher mobile institution between urban and rural school, it brings up institution obstruction of teacher mobile institution construction. Government must take effective measures to reform related institutions in order to resolve institution obstruction and ensure implement of teacher mobile institution.
