摘　　要：我国城乡基础教育不公平的原因,长期以来都是见仁见智,但根据笔者长期大量的调查研究,如果从《中华人民共和国教育法》第十四条行政管理角度考察,最根本最深层的原因则是地方人民政府教育决策者们对促进教育公平的态度与决心。Different people have different opinions of the unfair cause of urban and rural elementary education.But the basic and deep-seated cause, according to my long time investigation and research in the perspective of the 14th item of The Education Law of the People＇s Republic of China, is the education policy makers＇ attitude and determination of local government to promoting the education fairness.
