摘　　要：介绍了在大型综合医院开展以个人为基础、以科室为主体的全员质量考核的实践过程。阐述了针对现状评估、目标设定和策略制定以及在实际操作中应注意的问题,并对方案的实施效果进行了评价。The paper described the way of assessing the current situation, setting the target and designing the strategy on quality plan in large general hospital, and the key areas and elements in implement the quality plan. After appraisement of the project, a conclusion was drew that the implementation of a personal quality assessment system of all staff in a general hospital was an effective transitional stage of improving quality management level from Quality Control to Total Quality Management.
