摘 要:介绍了食品防护计划(Food Defense Plan)的概念、美国的实践和我国在出口食品领域开展的工作。分析了我国的食品防护不仅要预防因恐怖主义、社会矛盾引起的蓄意破坏,还要预防因不正当商业利益和行业恶性竞争引起的故意污染("行业潜规则")。强调非传统食品安全危害识别是食品防护的关键,探讨了食品防护与危害分析和关键控制点(Hazard Analysis Critical Control Point,HACCP)体系融合的必要性和可能性。提出检验检疫部门和出口食品生产企业应用食品防护的建议。The concept of the food defense plan (FDP), and its application in the United States and in China food products exportation were introduced. FDP not only aims to prevent deliberate tampering on food, caused by terrorism or social contradictions, but also aims to take precautions against economically motivated adulteration on food, caused by illegal economic interest or vicious competition. The identification of the no - traditional food hazard was the key point in the process. The necessity and the possibility of the integration of HACCP and FDP were discussed. It is suggested that FDP could be properly applied in exporting enterprises and export quarantine supervision agencies.
