摘 要:文章通过对我国中部某省省会城市、地级城市、县(市)、乡镇和村屯五级教师资源分布状况的调查,发现区域内小学教师资源在数量、质量和结构上呈现一种新的特征,即层级越低,教师相对数量越不充足、教师整体质量越低、教师结构越不合理。这种特征的形成并非偶然,外部条件为各地区学校教育资源的层级化差异,内在驱动力是教师个体的理性选择,而实现路径是各层级地区学校对教师的合理筛选。文章指出,要使区域内教师资源达到均衡配置,需要建立逆差序的利益补偿制度、构建省级统筹的教师劳动力市场和完善教师绩效评价体系等。The survey on teachers resources of capital cities, prefecture-level cities, county (city), township and village primary schools of a central province shows that the primary school teachers resources within the region of quantity, quality and structure presents significant distribution of five, and more insufficient of the relative number of teachers, the lower of the overall quality of teachers and more irrational of teachers structure as the level goes lower. From this formation mechanism of distribution features, the external conditions is the existence of regional-level differences of school resources, while the internal force is the rational choice of individual teachers, and the realization approach is reasonable selection of schools at all levels to new teachers. We must build the interest differential compensation system, and build the labor market for teachers at the provincial level and improve teacher performance appraisal system to make the balanced disposition of teacher resources.
