摘　　要：20世纪90年代以来,国内外很多研究机构对教师教育技术能力结构进行了长期、细致的研究,并颁布了一系列标准和规范,但针对高校教师教育技术能力规范的研究还比较缺乏。通过对多年高校教师教育技术培训实践工作的不断思索,对国内外相关标准和规范的深入研究和分析,经过多次修订、广泛征求意见,编制了《国家高校教师教育技术能力指南(试用版)》。该指南从高校教师的特点入手,从5个维度、17个二级指标、54个三级绩效指标的角度,对高校教师教育技术能力进行了描述,构建了相关能力结构模型。在此基础上,对基于该模型的教师发展模型、培训课程结构、培训组织形式等进行了建构,这对促进我国高校教师教育技术能力提升、提高高校教学质量具有积极的意义。Through years of practice in college teacher training and in-depth research and analysis of the domestic and foreign standards and framework of teacher ET capability, also after several amendments according to wide variety opinions, we have compiled The National Educational Technology Guides for Teachers in Higher Education （trial version）. Starting from the characteristics of college teachers, the Guide depicts ~ollege teachers ET capabilities by five dimensions, 17 secondary indicators, 54 the third leveled performance indicators. And a related capability structural model is constructed. Based on all these theoretical results, we systematically introduce the model of teacher development, training structure and format. We believe that the Guide will promote the capabilities of the higher education teachers and the quality of the higher education.
