摘  要:为解决我国城乡基础教育阶段学校师资不均衡的矛盾,以模仿日本教师交流制度而实行的我国城乡教师交流制度存在着先天制度的不足,日本的教师交流制度与我国城乡教师交流制度在前提和推行过程中有着本质的不同,故而日本的教师交流制度根本上对我国借鉴性不大,实践中,学校为了自身利益而敷衍了事,以及教师在实践中的不适应性导致交流成效降低。我国应从自身国情出发,加强城乡教师交流制度建设,改变城乡教师交流的重心,大幅提高农村教师福利补贴,建立校际间信息共享平台,努力实现基础教育均衡发展。In order to solve the imbalance of teachers' resources in urban and rural basic education,the communication system used in Japan is referred to.However,due to the deficiencies existing in our urban and rural communication system which is actually a copy of that in Japan,the essential differences in premises and implementation process and the idleness and mistakes in school management as well as the inadaptability of teachers which leads to low efficiency,the urban and rural teacher communication system of our country can hardly imitates that of Japan.We must,according to the actual national conditions and institutional construction,change the focus of urban and rural teacher communication,greatly raise welfare allowances of rural teachers,establish information-sharing platform among schools,and endeavor in realizing balanced development of basic education.
