摘  要:21世纪初,美国联邦政府相继出台了一系列关注少数民族基础教育的政策。《不让一个孩子掉队法》提出给予家长更多择校权、鼓励特许学校和绩效责任制,旨在消除各民族学生群体间的学业成就差距。《改革蓝图》是对《初等教育法》的再授权,该计划制定了"多元互动"的教育共同参与机制、灵活的经费保证体系和奖励机制、严格清晰的评价机制及少数民族学校教师选拔和任用机制等措施。以上政策均体现了公平与全纳的教育理念。At the beginning of the 21st century,American federal government had issued a series of policies which focused on the minority basic education.No Child left behind proposed to give parents more rights to choose common schools and encourage Chart school Plan and Performance responsibility system,aiming at eliminating the academic achievement gap between student groups of all ethnic groups.A Blueprint for Reform is the reauthorization for Primary Education Act,which has established the system of common participation of schools,parents and communites,the system of flexible funds security and rewards,the function of cleared and defined evaluation system,the function of teacher selection and appointment in minority schools.These policies have reflected the concepts of equity and inclusiveness in minority education.
