摘  要:推进医教结合是实现特殊教育内涵发展的重要抓手。本研究采用自编问卷对上海所有区县医教结合工作的制度建设、工作情况、队伍建设、保障系统等方面进行调查。发现特教医教结合工作已广泛启动,内容丰富、涉及面广。区县特教跨部门医教结合工作制度开始形成,但具体内涵差异较大。实验区在制度建设、保障措施等方面明显优于非实验区,且卫生部门对于这项工作的参与度更高。Promoting the combination of education and medicine is an important approach to the improvement of the connotative development of special education. This study, by using questionnaires, aims to make a survey of the establishment of the system for the combination of special education and medicine in all districts and counties in Shanghai, its relevant work, the organization of its working staff, and its supporting system. The results show that special education and medicine has been combined in various forms in different areas of Shanghai. In particular, the inter-departmental combination of special education and medicine across different districts or counties in Shanghai has been started, but there is a great difference in the concrete operation in different areas. Specifically, the experimental zones gain an advantage over other areas in system construction and safeguard measures, and health sectors take a more active part in this project.
