摘  要:《国家中长期教育改革和发展规划纲要(2010-2020年)》确立了义务教育均衡发展的国家"战略重点"地位。义务教育均衡发展的核心价值取向是"质量或水平"的均衡,将其确立为"战略重点"是义务教育的自身特点和我国国情的应然选择,高师作为教师教育的思想库和实施基地,在推进义务教育均衡发展中,肩负着"输送和培训师资"的历史使命。The Outline of Chinese Medium-and-long-term Educational Reform and Development Planning(2010-2020) has established the status that the balanced development of compulsory education is strategic focus.The core value orientation of the balanced development of compulsory education is the balanced quality or level.The status of strategic focus is based on compulsory education's characteristic and our national conditions.The teachers college is the think-tank and base to shoulder the historical mission in supplying and training teachers to boost the balanced development of compulsory education.
