摘  要:近年来,高职院校在实施"双证书"制度过程中进行了积极探索,但也存在一些问题,如"双师型"教师数量严重不足、课程设置与社会实际需求脱节、企业参与积极性不高、职业资格证书的鉴定部门缺乏权威性等。我国应出台国家职业资格证书方面的法律法规,强化就业准入制度,为高职院校顺利实施"双证书"制度创造良好的法治环境。同时,高职院校则要加大实用课程的设置力度,加强"双师型"教师队伍建设,为实施"双证书"制度提供师资保障。In recent years, higher vocational colleges are actively implementing the "dual-certificate" system. However, in the process of implementing the "dual-certificate" system, various problems exist, such as the seriously insufficient quantity of "dual-quality" teachers, the disconnection of curriculum setting and social actual demand, the lack of enterprises' participation positivity, and the shortage of authority of appraisal department for vocational qualification certification, etc. It is necessary for China to issue laws and regulations related to national vocational qualification certificate, strengthen the employment admission system, so as to create a perfect legal environment for higher vocational colleges to smoothly implement the "dual-certificate" system. Meanwhile, higher vocational colleges need to set up more practical curriculums, enhance the construction of "dual-qualification" teachers, so as to provide teachers guarantee for implementing the "dual-certificate" system.
