摘  要:目前制订《学前教育法》的重要背景,是由于不少人强烈要求解决"入园贵"和"入园难"的问题。然而现行法律划定了一些制订《学前教育法》不可超越的界限。立法者应该遵守法律,一方面赋予学龄前儿童获得教育的权利,另一方面尊重教育服务提供者的权利,保护近年学前教育发展的积极成果,制订供求双方能够长期遵守的合理规则。A Law of Preschool Education is now being drafted against the background that many people complain that "it is too expensive to send a child to a kindergarten," and that "it is too difficult to send a child to a kindergarten." Existing laws in China, however, have drawn some boundaries which drafting the new law must observe. Lawmakers should conform to the principles, giving children the right to kindergarten education on the one hand, and respecting the rights of service-providers on the other, so as to protect the achievement of recent years" development in preschool education and establish a reasonable law which will be observed by both the supply and demand for a long time.
