基层电大远程非学历继续教育的现状与出路——以怀化广播电视大学为例

摘　　要：通过对怀化远程非学历继续教育现状和需求的调查,全面分析了基层电大发展远程非学历继续教育的制约因素和面临的发展机遇,提出基层电大要通过明确学历教育与非学历教育的"双主体"地位,充分发挥电大系统办学和远程教育资源优势,大力发展社区教育,创新电大远程非学历继续教育的办学机制,加大学历教育与远程非学历继续教育的衔接与沟通力度,提高基层电大的管理水平和服务质量。Through the investigation and analysis of the current situation and demand of distance non-degree continuing education in Huaihua, this paper explores constraints and development opportunities of distance non-degree continuing education in local radio and TV universities, putting forwards that the local radio and TV universities should identify the academic education and non-academic education as＂ double subject＂ status, bring the advantage of TVU school and distance education resources into full play, develop community educa- tion, innovate the school-running mechanism of RTVU non-degree continuing education, increase the convergence and communication efforts between academic education and distance non-degree continuing education, and improve the management level and quality of ser- vice of local radio and TV universities.
