摘　　要：上海市基础教育委托管理是一项以政府购买服务形式来探索政府职能转变与推进区域教育均衡发展的探索性实践,具有责任主体转移、以提升学校内涵为目标的全面管理、由第三方提供质量保障等特点,经过近三轮的实践,委托管理取得了显著的效果,但仍存在一些问题值得注意。Entrusted administration of compulsory schools in Shanghai is an important measure to explore the changing of government’s functions and promote the balanced development of regional education,which takes the form of government purchasing service. Entrusted administration has some characters,such as responsibility subject shifting,whole management in order to promote the schools connotation,the third party quality guarantee. After nearly three rounds practice,entrusted administration has gained significant effect, but still has some problems need to pay attention to.
