摘  要:义务教育均衡是体现社会公平的基本尺度。教师作为教育资源的重要组成部分,关涉义务教育发展的质量。县域在推进城乡师资均衡的过程中,不能简单地将优质教师均分,而是要追求教师整体优质均衡配置。实现城乡师资优质均衡,关键在于提高农村教师专业水平,可以通过专项培训等工作促进农村教师专业水平提升,最终达成城乡义务教育均衡发展的目标。A balanced development of compulsory education is a basic measurement of social equality. As an impor- tant component of educational resources, the quality of the teacher affects the quality of compulsory education. In promoting a balanced distribution of quality teachers at the county level, quality teachers should not be simply aver- aged according to the number of schools, but a balanced overall distribution of quality teachers should be sought. The key to balancing the distribution of quality teachers in urban and rural areas is to improve the professional qualities of the teachers in rural areas. Special training is needed to promote the professional qualities of those teachers.
