摘  要:伴随着素质教育一系列政策的实施,我国先后出台了各种规范基础教育办学行为的政策和措施,力图解决与"素质教育""、教育公平"背道而驰的乱相。但由于教育政策面临着复杂的社会利益冲突、生存方式选择以及文化价值的冲突,导致我国基础教育政策面临体制性困境。本文针对我国课外辅导机构过度市场化的态势,分析"影子教育"的形成及对基层教育政策产生的影响,并提出治理"影子教育"的路径。To promote the balanced development of basic education, China has introduced a variety of specific policies and measures to standardize the behavior of running basic education school and to solve the mess which run counter to " quality-oriented education" and "education fairness". While the education policy is confronted with conflict of social interest, selection of survival mode, conflict of cultural values, which led to systematic problem of basic education policy. Specific to the over marketization of Chinese extracurricular educational organization and its disordered development situation, the article analyzes the formation and development of "Shadow Education" and its impact, then discusses policies and path selection to govern the "shadow education" during the compulsory education stage.
