摘　　要：素质教育是一项复杂的系统工程,它几乎包括了基础教育的全部领域.英语素质教育是以英语为载体,以全面培养学生为宗旨的新型教育观和方法论.实现途径为培养学生的自学能力、阅读能力、词汇能力、听说能力以及学习习惯.学生是主体,教师是主导,充分发挥学生的主体作用.Quality education is a complicated systematic project, which includes almost all the areas of basic education. Eng- lish Education in English as a carrier to fully train students for the purpose of the new educational philosophy and methodo- logy. Ways to cultivate the students＇ self-learning ability, reading ability, vocabulary ability, listening and speaking skills and study habits. Students are the main body; teacher is the leading, full play the main role of students.
