摘 要:职业教育国际公约与建议书承认教育、培训和终身学习是劳动者核心权利之一,并认为保障该项权利将有利于解决在全球经济中实现充分就业、减贫、社会融入和可持续经济发展方面的关键问题。我国劳动者职业教育权利保障目前面临制度缺失,企业责任缺位以及职业教育权利社会协同保障机制不健全等重重困境,鉴于此,以国际劳工公约与建议书为蓝本,对比分析我国劳动者职业教育权利保障的制度困境,通过借鉴海外成功经验,提出完善我国劳动者职业教育权利保障的对策建议,这有利于推动我国职业教育事业,保障劳动者教育权利的实现。Occupation education international conventions and recommendations give recognition that education, training and lifelong learning is one of the core rights of workers. The protection of the rights will be conducive to resolving the key problems of poverty reduction, social integration and sustainable economic development. Occupation education right in China is currently facing the problems such as labor security system deficiencies, lack of enterprise responsibility etc. In view of this, basing on international labor conventions and recommendations, this paper will analyze occupation education rights in our country, and put forward to guarantee laborers by referring to the successful foreign experience. It will be good for the development of occupation education and institutional guarantee of rights in our country.
