摘　　要：本文以浙江省为例 ,就如何实施好高等教育改革和发展规划提出了一些思考意见 ,具体从认识、发展战略取向、高校人才资源配置和利用。The present paper, taking only Zhejiang Province for example, deals with some innovative reflections on the implementation of the higher education reform and development project. The discussion covers the following respects of the above-said project: the cognition; the orientation of the development strategy; the allocation and employment of intellectual resources; the quality assurance system of higher education.
