摘　　要：职业教育为社会经济发展提供驱动力,已经成为当今中国社会的共识,增强职业教育吸引力则是发展的关键,文章从制度层面分析了高职教育实际发展环境与其使命的错位,并归纳了困扰高职教育发展的制度瓶颈,提出了改变现状的三项对策建议。The opinion that vocational education provides driving force for economy has become the consensus of Chinese society today. The key point is to increase the attraction of the vocational education. This article analyzed the dislocation between the practical development environment and the mission of higher vocational education, summarized the ＂system bottleneck＂ which block the development of higher vocational education and put forward three countermeasures to change present situation.
