摘　　要：:作为我国教育指导思想的素质教育虽然从 80年代中期就被提了出来 ,但就普遍意义上讲 ,它的推行并没有取得实质性进展。本文以开封地区为切入点 ,试图从多方面探讨制约素质教育实施的因素并提出相应的对策 。Education for all round development,which is our educational guiding ideology in China now has been pointed out since the middle period of 1980's.In terms of universal signifiance,we haven't yet made substantive headway in its popularization.This article tries to inquire into several factors restricting to carry out quality education in Kaifeng area, and advance the suitable countermeasures in order to accelerate the steps of educational reform in China.
