摘　　要：目的 :降低出生人口缺陷 ,提高人口先天素质。方法 :培训遗传咨询人员 ,建立遗传咨询网络 ,确认监护对象 ,确定监护目标和制定干预方法。结果 :创立了《提高出生人口先天素质的干预模式》 ;在山东省 10个市 (设区市 )培训遗传咨询医生 1396人 ,技术人员 12 4人 ;建立遗传咨询门诊 6 0个 ;遗传学实验室30个。按这个模式试行结果 ,可以降低出生缺陷率 5 .2‰左右。结论 :本干预模式行之有效 ,简便易行 ,便于推广 。Objectgives: To decrease the frequency of birth defect and improve the congenital quality of newborn population. Methods: The whole protocal consists of training genetic counsellors, establlishing genetic counseling service network, determining surveillant objects, setting surveillant targets and working out for interference approaches. Results: This protocol was tried out in 10 cities of Shandong province, 1396 counsellors and 120 technicians were trained, and 60 genetic counseling clinics and 30 genetic laboratories were setup . The incidence of birth defect were decreased about 5.2‰ following the application of this protocol. Conclusion: This protocol is simple, effective, and easy to be popularized.
