摘 要:我国义务教育教师流动依旧突出地表现为职业内单向流动、职业外流失严重、流动杂乱无序且纠纷增多等不合理态势。其根本原因不仅在于其正式制度的缺失和不健全,更在于一些非正式制度的不合理,如观念意识偏差、传统家庭本位思想、教师职业道德与信仰式微、不良习俗惯例,等等。为此,必须塑造正确的教育观念意识;消除传统本位思想的不良影响;重塑教师职业道德和信仰;革除不良惯例,构建合理的教师流动机制,等等。通过正式制度构建与非正式制度重塑两种路径齐头并进,方能有效促进教师合理流动。The problems of teachers' mobility in China' s current compulsory education stage have become increasingly prominent unreasonable, such as teachers internal one-way flow, the subject of teachers' Mobility is non-proportional, out- flow phenomenon and the procedure of flow is not specification etc.. All these problems are not only based on the formal in- stitutions but also based on the informal institution. Thus, we should reconstruction in the new idea of exam-oriented educa- tion, differences in development as well as the concept of money ; to promote the influence of family values ; Highlight teachers' professional ethics and strong professional faith' s noble sentiment in a new era of requirements ; Promote to establish the rule of law, normal flow mechanism of teachers, etc.. Only practise through the ways both formal institutions and informal institutions, we can solve the problems of teachers' mobility in compulsory education efficiently.
