摘　　要：以俄罗斯教科部颁发的《俄罗斯2014-2015学年高校本科(或专家)和硕士招生规定[1]》为分析文本,在结合国立莫斯科大学招生实践的基础上详细分析了俄罗斯2014年高校招生的具体内容。高校在本科(或专家)招生阶段的不完全自主和研究生招生的完全自主,成为俄罗斯高等教育领域的主要特色。Based on text analysis education - Undergraduate, Programs of the Procedure for Admission for Training on Educational Programs of Higher Specialist, Master＇s Degree Programmes for 2014/15 Academic Year issued by Ministry of Education and Science of the Russian Federation, the article analyzes in detail the specific contents of Russian Higher Education Admission Policy in 2014, combined with the admission practice of Moscow State University. It has been found that the higher education admission in Russian is characterized by the incomplete independent enrollment at undergraduate （or expert） stage and the autonomous enrollment at graduate stage.
