摘  要:缩小县域义务教育城乡之间、校际之间师资差距,改善优质教师资源配置是我国县域义务教育学校教师流动制度当下的"应为"追求。我国县域义务教育学校教师流动制度"难为"困境主要表现为合法规性缺失、功能目标泛化、价值取向偏差、结构要素失全、管理体制障碍、驱动机制乏力、保障政策胁迫与实施效果衰减。走出我国县域义务教育学校教师流动制度"难为"困境"可为"的策略主要有确立教师流动制度合法规性、聚焦教师流动制度的功能目标、调整教师流动制度的价值取向、健全教师流动制度的结构要素、创新教师流动制度的管理体制、激活教师流动制度的驱动机制、优化教师流动制度保障政策与提升教师流动制度的实施效果。To narrow the gap of teaching talents between urban and rural compulsory education schools or among dif-ferent schools in a county area, the necessary object for the flow system of teachers of compulsory education schools at the county level in China is to improve the allocation of resources of good teachers. The main difficulties of the above-mentioned flow system are:lack of relevant laws and regulations;over-generalization of functions and objects; devia-tion of value orientation; incompleteness of structural elements; obstruction of the administrative system; lack of strength of the driving mechanism; the compelling nature of safeguard policies;the ineffectiveness of the implementations of the flow system. The possible strategic solutions to the difficulties of the flow system of teachers of compulsory education schools at the county level include: making laws and regulations ensuring the validity of the flow system of teachers;focusing on the functional objects of the flow system;adjusting the value orientation of the flow system;completing the structural elements of the flow system; innovating the administrative mechanism of the flow system;activating the driving mechanism of the flow system;optimizing the safeguarding policies and the implementation effect of the flow system.
