摘  要:为了更好地指导教育事业健康有序发展,维护教育公平,推进义务教育均衡发展,成都市积极推行"学区制"实践模式,形成了"建设教育主体功能区"、"推进九年一贯制对口入学"、"统筹县域内校际资源"、"立足内涵发展全域整体推进"几种具有特色的运行方式。针对"学区制"运行过程中出现的制度设计与实践操作间的矛盾、资源调配与监管力度不足以及学区内校际间质量差距等问题,建议通过设置学区管理委员会、建立学区资金保障制度以及构建学区监管评价机制来完善"学区制"实践模式,将其作为进一步实施教育均衡发展战略任务的重要途径。In order to better guide the healthy and orderly development of education cause, maintain educational equity and promote the balanced development of compulsory education. Chengdu is actively implementing the "school district system" practice mode and several dis- tinctive running modes are formed, like, "building main functional areas of education", "promoting nine-year school counterparts","integrating county's inter-school resources"," advancing the whole region based on the connotation of development". For solving the problems, such as:the contradiction between system design and practical operation,inadequate allocation of resources and supervision, and the quality gap between in- ter-school districts, we recommend that setting up school district management committee, establishing school district funding systems and build- ing regulatory system evaluation mechanisms to improve "school district system" practice mode, which is an important way to further implement the balanced development of education.
