摘　　要：分析了高等院校非计算机类专业《程序设计》课程改革与建设的必要性。基于陶行知先生的教育理念和信息技术应用的社会需求,以及高校生源的实际状况,探讨了高等院校非计算机专业《程序开发》课程改革的目标与建设思路,提出了《应用程序开发基础》课程的建设内容与方法。The necessity of Program Design reform and construction for non-computer specialty is analyzed in colleges and universities. Based on Tao Xingzhi＇s educational ideas, the social demands for information technology and the actual situations of college students, it is discussed the goals and the construction ideas of Program Development for non-computer specialty in colleges and universities, and the construction contents and methods of Application Development Foundation course were put forward.
