摘 要:欧盟超国家层面与国家层面之间围绕政策主导权的利益博弈,是其教育治理的根本动因;辅助性原则的提出及相关政策的非强制色彩,使欧盟教育显现出鲜明的"软性治理"属性。欧盟围绕职业教育治理,通过建立分层有序的多元共治格局,构设开放合作的政策协调机制,推行资金杠杆的教育行动计划,完善欧洲维度的政策工具体系,开展了卓有成效的政策实践。推进我国教育治理现代化可以借鉴欧盟职教政策的成功经验。The interest game concerning policy dominance between supra-national level and national level,becomes the fundamental dynamics of educational governance in European Union.The introduction of the principle of subsidiarity and the non-compulsive feature of corresponding policies prompt the education of European Union to present distinct attributes of"soft governance".European Union aims at the governance of vocational education and training,and launches a series of highly effective policies and practices,which include building the hierarchical and well-organized multi-governance structure,constructing the open and cooperative policy coordinating mechanism,exerting the funded educational action programmes,and perfecting the system of European-wide policy instruments.It is helpful for improving the modernization of educational governance in China that we can draw lessons from the successful experience of vocational education and training in European Union.
