摘 要:高职教育"县校合作"协同创新是在县域"新四化"(农业现代化、城镇化、县域工业化和信息化)建设背景下,高职院校内涵机制建设的新要求,是在"2011计划"的指引和推动下,高职院校产学研合作机制建设深化和拓展的必然结果。构建高职教育"县校合作"协同创新长效机制,要着力于运行机制、评价机制和保障机制的建设,形成政府引导、高职院校(借力实力型本科高校的引领)和企业主导、科技组织和社会力量积极参与、用户使用顺畅(科技成果转化应用便捷)的"校企政所社用"发展格局。The synergistic innovation of "county-school cooperation" in higher vocational education is a re sponse for the new request of the construction of connotation mechanism in higher vocational colleges in the context that people are promoting the balanced development of urbanization, industrialization, IT application, and agricultural modernization in county area. It is an inevitable outcome of deepening and broadening the construction of cooperative mechanism combining industry, learning and research, which was led and promoted by "2011 plan". To construct a long-term and effective synergistic inno- vation mechanism, close attention should be paid to the construction of three mechanisms which are operation mechanism, evaluation mechanism and safeguard mechanism. The goal is to form a develop- ment pattern of "college-enterprise-government-institute-social organization-customer" which was led by the government, dominated by the colleges and enterprises, participated by the institutes and social organization, and consumed by users.
